HC seeks DSIIDC reply over liquor shop license cancellation

The Delhi High Court today sought response from DSIIDC on a plea seeking cancellation of license of a liquor shop in a residential area on the ground that drunk people were creating a nuisance there.
Justice Manmohan also directed Delhi police to make an arrangement to stop people from drinking at public places.
The court asked Delhi State Industrial and Infrastructure Development Corporation Ltd (DSIIDC) to file their representation within four weeks.
"Ensure that no one drinks in public area or near the wine shop..., the judge said.
The court order came on a plea filed by an advocate Navin Gupta, who had alleged that due to a wine shop at Asaf Ali Road here, a lot of nuisance, quarrelling and other unlawful activities were taking place there.
He said that an appropriate order be passed directing DSIIDC and Delhi Government not to grant further license of L-6 (of Indian Made Foreign Liquor) to the shop located at 1/5 B Asaf Ali Road, New Delhi-2.
The advocate also said that drunk people were creating chaos outside his office in the same area and sought direction to the police to enforce 24x7 vigil there to maintain law and order and book the violators.
He told the court that the people consume liquor openly in front of the shop right under the nose of the local police.
"Retail vend at premises bearing No 1/5 B Asaf Ali Road, New Delhi, has been in operation since 7-8 years and is a big source of nuisance, public indecency and order but due to notification of new Excise Policy i.E. The Delhi Excise Rules, 2010 duly notified on October 4, 2010 has turned the Retail vend illegal in terms of Section 51 of the Delhi Excise Rules, 2010," the petition states.
"The petitioner has made various representations to the respondents regarding the illegal character of the impugned Retail Vend and subsequent nuisance caused by its operation, but of no avail," Gupta's counsel had submitted.
