The order was passed by Justice Rajan Roy on April 7 on a writ petition filed by a constable Ritesh Kumar Srivastava challenging his dismissal from the service.
The constable alleged that he was dismissed from the service on March 15 last year without any inquiry as mandatory in the service rules concerned.
Petitioner's dismissal order was passed in connection with a case of embezzlement against him.
The court said, "It is high time that the officers concerned stop passing such orders as otherwise guilty personnel go scot-free on account of passing of such orders without complying the requirement of law."
