The official said the police got the information during the interrogation of persons who were arrested after eight terror modules were busted in the state.
"Backed by the ISI, these fringe elements are targeting Hindu and right-wings leaders in the state. They are trying to fan communal disturbance," the official said on the condition of anonymity.
He also refused to name the leaders on the radar of "radicalised youths".
The state government had accused the ISI of conspiring to fan communal disturbance and destabilise the state.
