The Chief Minister was speaking at a rally here in Bawal, a constituency which is represented by INLD candidate.
Bawal falls under Gurgaon district, which is also represented by Hooda's known detractor and Congress leader Rao Inderjit Singh.
The Gurgaon MP, Singh, had recently alleged that the Bawal area had been neglected for the past eight years, indirectly hitting out at Hooda, who has been serving as the CM for the past almost eight years.
Hooda, without naming his detractors, said he does not need permission from anyone to visit Bawal.
"I belong to Bawal and Bawal belongs to me...I belong to Rewari, Rewari belongs to me," he said addressing his first public meeting here in Rewari district.
Hooda further said: "Although many local leaders had been urging me to visit Bawal, I was moved and decided to come here only when hundreds of common people of the area called on to invite me to be with them."
Hooda accepted a number of demands of the people of the area and announced Rs 10 crore for development of villages in Bawal.
He announced to make Bawal a sub division and also said that it would have its independent Anaj Mandi (grain market).
The Chief Minister assured people that water of Bakhra dam would reach the area as BML-Hansi Butana canal has already been constructed, but regretted that some people (opposition leaders) were opposed to this project.
While referring to the development of Bawal constituency, he said that as compared to Rs 131.21 crore spent by the erstwhile INLD government for development of the area, the present Congress government has spent more than Rs 765.97 crore for various development works.
