The chief minister was also tied a 'minjar' (silk-tassel) symbolising the blossom of maize plants and presented a turban.
The yatra started from the Akhand Chandi Palace and passed through the main market. Several people from all over the district thronged to have glimpse of the procession of Lord Raghuvir.
The traditional procession culminated at the Manjari Garden where Singh and others immersed their 'minjar' along with coconuts in the Ravi river.
The chief minister also presided over the closing ceremony of a 'Chinj' competition (a traditional form of wrestling) at Chaugan.
"The state government has opened seven polytechnic institutes and 38 new industrial training institutes (ITI). The vocational training centres were the need of the hour," he said.
Bali gave details about the technical institutes opened by the government and said besides these institutes, a Hydro Engineering College has been established at Bilaspur and a Central Institute of Plastic Technology at Baddi.
The chief minister also inaugurated a bridge over Kehlala Nallah on Chamba Sahoo road.
