Hry govt giving 'final touches' to plan to address sexual, gender based violence: Guv

The Haryana government is in the final stages of completing an action plan to address sexual and gender based crimes against women and children in the state, Governor Kaptan Singh Solanki said today.
In his address on the opening day of the Haryana Assembly's Budget Session, he said the state action plan (SAP) would outline the responsibilities of various stakeholders so that steps are taken in a time-bound manner.
"The Haryana government is giving final touches to a comprehensive state action plan on sexual and gender based violence to address all major components of crime afflicting women and children in the state," Solanki said.
The government is committed to empower women so that they live with dignity and contribute as equal partners in the development process in an environment free of violence and discrimination, he told the House.
The governor also said the state government had launched the Food Fortification Programme in Barara and Naraingarh blocks on a pilot basis.
The programme would be extended to the entire state soon. This will go a long way in overcoming the problem of malnutrition and anaemia among women, he said.
On the Sutlej-Yamuna Link (SYL) canal issue, Solanki said the efforts of the government have resulted in a favourable verdict from the Supreme Court on the Presidential Reference on the matter.
Since then, the Haryana government is vigorously pursuing for the completion of construction of the remaining portion of the canal, he said.
The governor also recognised the state government's achievements in areas of socio-economic development and nation-building.
Haryana is the only Indian state which is kerosene-free and where no Panchayati Raj Institution (PRI) member is uneducated or a bank loan defaulter, Solanki said.
The state has also ensured 100 hours work to the educated unemployed youth and guarantees no farmer will incur losses if he grows potato, onion, tomato or cauliflower, whatever be the selling price for his produce, he told the 90-member assembly.
Besides, Haryana has won national acclaim for its efforts to curb the evil practice of female foeticide and remove the blemish of open defecation, Solanki said.
The government has achieved notable success in implementation of the 'Beti Bachao Beti Padhao' programme. The sex ratio at birth is 914 females per 1,000 males as of December 2017 as compared to 833 in 2011 and 871 in the same period in 2014, the governor said.
Buoyed by the unprecedented experience of transparency in recruitment of over 20,000 youths for different government jobs, people feel confident that there would be no nepotism or corruption in the ongoing process for recruitment for more than 50,000 jobs, he said.
Haryana also aims to become the first state in India to realise the target set by the prime minister, to double the income of the farmers before 2022.
On the law and order situation in the state, the governor said crime in Haryana has remained "well under control during 2017".
During the period, 97,392 cases were registered under the Indian Penal Code and most of the cases were solved, Solanki said.
"It has been proposed that persons committing rape of a girl up to 12 years of age may now be punished with death," he said.
The governor also said that 1,000 posts of Special Police Officers have been created exclusively for night patrolling in Gurgaon.
