Sanjeev S Ahluwalia, a 1980 batch IAS officer of Uttar Pradesh cadre, is deemed to have resigned from the Indian Administrative Service with effect from September 18, 2006, an order issued today by Department of Personnel and Training said.
He has deemed to have resigned for continuing on foreign service beyond the period approved by the Central government, the order said, quoting relevant section of All India Services Rules.
As per official records, Ahluwalia was on foreign assignment in World Bank from September 14, 2005 to October 31, 2012.
He is presently working as Adviser in Observer Research Foundation (ORF), a think-tank.
There are nine more IAS officers who are at present on unauthorised leave and necessary action is being taken against them, a senior DoPT official said.
Last month, senior IAS officer Shishir Priyadarshi was deemed to have resigned from the service for being on unauthorised leave for over nine years.
In April this year, another IAS officer Prashant was deemed to have resigned from service. He was appointed as Senior Disaster Risk Management Specialist at the Global Facility for Disaster Reduction and Recovery under the Ministry of Petroleum and Natural Gas in Washington on August 18, 2009.
The action came after Prashant failed to return upon completion of his tenure in 2010.
In a related development, the Centre has also finalised draft rules in which an IAS, IPS and IFS officer may lose his job for overstaying on foreign assignments for more than a month without permission.
