The report was submitted to the state government on May 13.
He said during the Chief Minister Manohar Lal Khattar's meeting with other ministers, no minister had lobbied to protect any officer found guilty.
Panwar said the government did not want to act in haste in this matter to ensure that no innocent person was arrested or harassed and action is being taken against the officials found guilty after studying all aspects of the report.
Panwar said 2,200 drivers and 1,000 technical staff will also be recruited and the government is working on a scheme to ply buses on per kilometre basis.
Special buses for girl students are being operated on 82 routes and the service will be extended throughout the state from the new academic session, Panwar added.
