Releasing the election manifesto of the four-month-old party here, the former Haryana minister said he would provide 24-hour free power to farmers and up to 200 units of free power in the domestic sector.
The party would implement all its promises when it forms the government after the elections, he said addressing media persons here.
Kanda also promised to set up two cargo centres in the state for exporting fruits and vegetables to other countries in order to boost the state's farm sector.
Kanda, who is facing trial in the suicide case of former air-hostess Geetika Sharma, further said the students would be provided free education in government universities.
"The universities will be set up in all the districts of the state," the manifesto said.
To deal with problem of growing unemployment, the HLP also announced to allot mineral mines to unemployed youths of the state in order to enable them to earn their livelihood.
To attract new industrial investments in the state, the party promised to set up three tax free zones. "The upcoming industry will be hiring 80 per cent of state youth in their industrial units," he said.
He also promised to set up sports city and sports nurseries in the state.
Two-room houses at 100 square yard plots for economically backward people will be provided, he said.
Kanda said that the state police would get salary more than their counterparts in neighbouring Punjab.
He further said that there would be no toll charges in the state if HLP forms the next government.
Kanda also accused the Congress-led Haryana government of disposing the state's costly land at "throwaway" prices.
About announcing candidates for assembly polls, Kanda said the party would announce its candidates in next 3-4 days.
