Kiran Bedi pitches for independent board for recruitment

Puducherry Lt Governor Kiran Bedi today pitched for setting up of an independent board for recruitment of personnel for government departments.
In her whatsapp message to media persons today the former IPS officer said that Puducherry needed a long awaited and well considered human resource and personnel policy and an independent Recruitment Board or unit.
The establishment of a board for recruitment of personnel would check nepotism in appointments as every appointment would be within the rules and based on requirements and needs of the departments with due approval.
Referring to the practice of diverting staff from one department to sister departments she said that 'the lending department must be duly compensated.
She said that diversion of government staff and resources to private persons was clearly not permissible and would be considered as unauthorised diversion and an irregular deployment.
She said that she had requested the newly appointed Chief Secretary to order a 'human resource audit' of each government department.
The audit should also cover the way the personnel were recruited, the need for the staff, their present position and their capability to discharge their duties'.
Such an audit would also pave the way for introducing a training policy for the staff in the departments, she contended.
