"The CDMO has not followed the guidelines of the government order of the district collector and suggestion of the health and family welfare minister before shifting Dr Madhabilata Pradhan from Rebana Nuagaon Community Health Centre to Kanas CHC," SCW Chairperson Jyoti Panigrahi said in a report submitted to the state government.
The SCW probed the death of 34-year-old Pradhan, an ayurvedic doctor, who went missing on October 12. The unmarried lady doctor's death came a few months after her transfer to the Kanas CHC.
A week after her disappearance, the Government Railway Police confirmed that a body recovered was that of Pradhan and registered a case of suicide.
Her family members, however, claimed that their daughter was murdered and demanded a CBI probe.
While opposition Congress pointed fingers at local BJD MLA and party's youth wing president Sanjay Dasburma for death of the lady doctor, SCW virtually gave a clean chit to the legislator.
Unable to resolve the mystery over the disappearance of Pradhan's body which was reportedly buried by the GRP at the village graveyard, the SCW chairperson said "I suggest the government to send my inquiry report to the Crime Branch which may facilitate the process of investigation."
Panigrahi said she had herself visited the graveyard, but there was no trace of the body which had been buried by the GRP.
In its report, the SCW has recommended to the state government to provide death and other benefits to the family of the deceased lady doctor, who was unmarried.
Rejecting the death of Pradhan as a case of murder, the SCW said "It clearly indicates that she has committed suicide." (MORE)
