Singh, a 1995-batch IAS officer, has also been given the additional charge of the departments of irrigation and flood control and environment and forest.
He was the chairman of the Delhi Subordinate Services Selection Board (DSSSB).
"The Lt Governor is pleased to order that Anil Kumar Singh, IAS (AGMUT 1995), chairman (DSSSB) is transferred and posted as CEO (DJB)," the services department said in its order.
Baijal has also appointed G Narendra Kumar, a 1989-batch IAS officer, as the Principal Secretary (Services).
Singh's predecessor Chandra was at loggerheads with the Aam Aadmi Party (AAP) government.
In July this year, the Privilege Committee of the Delhi Assembly had summoned Chandra in connection with a case related to the irregularities in the tendering process of 14 sewage treatment plants along the Yamuna river.
In the meeting, the officer had heated arguments with the members of the committee over the issue.
