Maharashtra Home Dept to provide services in stipulated time

In a public-friendly move, Home Department of Maharashtra Government has said it would provide documents and clearances to citizens in a maximum period of 30 days.
The department has issued a notification stipulating that 17 facilities like police clearance, NOC for arm licence, character verification, attestation of documents, copy of an FIR and licence for amplified sound system, among others, be issued in maximum 30 days after receiving requests for them.
These facilities are covered under the Right to Services Bill moved by the BJP-led Government in the Budget session of legislature in April but could not be passed.
After the session, the Fadnavis Government issued an ordinance on the Right to Services to ensure time-bound delivery of services and enabling citizens legal recourse over delays.
The ordinance will come up for discussion in the legislature in the Monsoon Session beginning from Monday, a Government official said today.
"The Home Department, hereby, notifies the public services to be rendered to eligible persons by its concerned desks, the Police Commissioner Offices, Police Superintendent offices and its sub-ordinate offices, with the stipulated time limit along with the Designated officers as specified in the Ordinance," the circular said.
The department has promised to give a copy of FIR to the complainant immediately and license for amplified sound system in three days.
Permission to performance of foreign artists in Maharashtra, attestation of documents, permission for peaceful assembly and procession, NOC for extension of residential permit of Foreigners and NOC to return to India (NORI) certificate would be provided within seven days.
Other services like police clearance certificate for foreign nationals, submission of citizenship proposals to Government of India, character verification for semi- government and private jobs will be provided in 30 days.
Clearance certificate for Indians going abroad (visa for studies, jobs), NOC for petrol pump, gas agency, hotel, bar and NOC for passport verification will take 21 days.
"Every department related to public services will come up with such circulars. We are planning more such services for people soon," said the official from General Administration Department, the main authority to implement right to services law.
