Jharkhand police had announced the cash reward for his capture, they said.
"On receiving information from Jharkhand police that Akhilesh Singh was hiding in Gurgaon, he was arrested on Tuesday night," Gurgaon Police Commissioner Sandeep Khirwar said.
"The police cordoned off the guest house in which Singh was hiding with a woman who he claimed to be his wife. The crime branch teams raided the room and Singh opened fire at them," the officer said.
The woman has also been arrested for trying to rescue Singh, the police officer said, adding a country-made pistol was recovered from Singh.
