Max kerb weight of passenger quadricycle 475 kg: Draft notice

Coming out with a draft notification for mass emission standards for BS IV compliant quadricycles, the government has prescribed a maximum permissible kerb weight of 475 kg in case of passenger vehicles and 550 kg in case of those carrying goods.
The notification limits carbon monoxide emission to 2 gram per km while that of hydrocarbons to 0.55 gram per km and nitrogen oxides to 0.25 gram per km in case of quadricycles fitted with gasoline or compressed natural Gas (CNG) or Liquefied Petroleum Gas (LPG) engine).
"Quadricycle shall be equipped with on-board diagnostic (OBD) systems for emission control which shall have the capability of identifying the likely area of malfunction by means of fault codes stored in computer memory for vehicles manufactured," the draft notification by the Ministry of Road Transport and Highways said.
The ministry has also invited objections and suggestions from stakeholders, affected persons and public by December 24 for consideration.
The amendment in the rules will be done in exercise of the powers conferred by section 110 of the Motor Vehicles Act, 1988.
The notification said, "The objections or suggestions which may be received from any person with respect to the said draft rules before the expiry of the period aforesaid will be considered by the central government."
It also said that maximum permissible kerb weight will be 475 kg in case of passenger vehicles and 550 kg in case of goods vehicles.
Kerb weight is the weight of a car without occupants or baggage.
It also said that kerb weight does not include mass of batteries in the case of electric/hybrid vehicles and weight of gaseous fuel system including tanks for gaseous fuel storage in the case of mono, bi or multi-fuel vehicles.
