Officials from Fire Services Department and police managed to bring down the man after nearly four hour long tiring efforts.
Functioning of local courts and some other offices in the complex was affected due to the incident.
A large number of people had gathered around the building.
Hearing about the incident, police and fire service personnel rushed to the the spot and tried to bring him down but he pelted roof tiles at them running around the rooftop and dangerously jumping to atop of another building in the complex.
Kochi Central Police said the man, who speaks Hindi, was produced before a court here and he would be sent to a mental health centre.
