"The accused was identified as a 22-year-old man from Keshavpuram area yesterday. He has a medical history of treatment for mental diseases at IBHAS and AIIMS. He was medically examined and found to be unfit to be arrested," a senior police officer said.
Tomar had on August 26 claimed that he received a threat to his life.
"I was sitting in the Assembly session when I received an SMS on my phone at 2.05 PM today. The sender in his message said he had not made up his mind whether he should 'stab me' or 'kill easily' adding that he could eliminate me easily," Tomar had said.
Later, however, a missed call was received from the same number but the phone was not answered when he called back, Tomar had said.
