Mentally unsound man hits passerby with rod

A man, apparently mentally unsound, hit a passerby with an iron rod in the busy Koti area here this morning, injuring him badly and creating panic, police said.
The culprit, identified as Ram Kumar, suddenly attacked a middle-aged man, Samiuuddin, who was passing down the road. The latter collapsed with injuries to the face.
The incident took place at around 8.30 am. Before hitting the victim, Kumar was throwing stones at people.
"The man seems to be mentally unsound....He has been arrested and a case registered under the Mental Health Act," Deputy Commissioner of Police A Ravinder told PTI.
The victim was admitted to a nearby hospital and his condition was stable, the officer said. Further probe is on.
