"Modi's Gujarat has seen highest number of casualty at 410 due to the outbreak of swine flu.... It speaks volumes about the failure of the 'Gujarat Model' of development," Singh said in the legislative Assembly while replying to his department's budgetary allocation of Rs 4,971.67 crore for 2015-16.
Contrary to large number of deaths due to swine flu in Gujarat, Bihar has seen only two casualties so far out of 289 patients, he said and patted himself for putting in place elaborate medical facilities for treatment of swine flue-affected patients throughout the state.
The House later passed the health department's budget by a voice vote amid a walk out by the BJP members.
