"There is not a single country in the world which does not take care of its capital. Every country is recognised by its capital, and today Delhi has come to be known as the rape capital. Delhi, which is heart of the country, has earned such a bad name as Congress has failed to provide safety and security to our daughters," he said.
Recalling the December 16 gang-rape case, Modi accused the Congress government at both Centre and Delhi of failing to ensure basic security to women in the national capital.
"When you go out to vote on December 4, do keep in mind 'Nirbhaya' who became a victim of rape. Also, do not forget the youths who were showered by water cannon by this corrupt government when they were seeking justice for her," he said.
"The party is completely submerged in corruption and it has become such a habit for it that it does not even feel bad about it," he alleged.
It has become a part of Congress and they are giving new meaning to A (Adarsh scam), B (Bofors), C (Colagate or Commonwealth games), he said.
"Do you think the party, which distributed flats meant for widows of our martyrs among their family members and friends, will regularise your colonies? Will it give you flats in place for your jhuggis. It will make them its own and your hard earned money will be gone," said Modi and asked people of Delhi to be "wise" like Gujaratis and elect BJP.
"Many years, after the JP movement, Anna Hazare blew the bugle against corruption. We were hopeful that people would get rid of corruption.
"But, some people back-stabbed such a sacred movement of Anna Hazare for their own personal political aspirations and the whole agitation came to an end," Modi said.
The Gujarat Chief Minister said Congress displays one hand (its symbol) but loots with both hands while for the newcomers it seems even two hands are not enough.
"They are all for sweeping everything with the broom (AAP's election symbol)," Modi said.
