Government has undertaken an "elaborate" multi-stakeholder consultation process for finalising its intended greenhouse gas emission cut ahead of the crucial UN climate change conference in Paris later this year, the Lok Sabha was informed today.
Despite having no legally binding commitment, the government has voluntarily announced to reduce green house gas emission intensity of GDP by 20-25 per cent by 2020 from the 2005 levels, Environment Minister Prakash Javadekar said.
"In the light of decision of Conference of Parties (Co) held in Lima in 2014, whereby all parties have to communicate their Intended Nationally Determined Contributions (INDCs) well in advance of the 21st session of CoP (Paris) by October 1, 2015 in a manner that facilitates clarity, transparency and understanding of the INDCs...
"... Government of India has undertaken an elaborate multi-stakeholder consultations for finalising its INDCs for submission ahead of the expected date," Environment Minister Prakash Javadekar said.
He noted that India being a non-annex-1 country party in the United Nations Framework Convention on Climate change (UNFCCC), "does not have any legally binding commitment to reduce green house gas emissions".
"However, the government has voluntarily announced to reduce emission intensity of Gross Domestic Product by 20-25 per cent by 2020 from the 2005 level without reckoning the emissions from the agriculture sector," he said.
The Minister said that as per a report on 'India: Green house gas inventory 2007', the net greenhouse gas (GHG) emissions from India in 2007 with Land Use Land Use Change and Forestry (LULUCF) were 1727.71 million tonnes of CO2 equivalent.
He said that out of this, CO2 emissions were 1221.76 million tonnes, Methane emissions were 20.56 million tonnes and nitrous oxide emissions were 0.24 million tonnes.
