"Shocked by the tragedy at #Eliphinstone. My prayers & deepest condolence. Must correct basic safety & infrastructure issues in Rly," Patnaik wrote on Twitter.
Union Minister Dharmendra Pradhan also expressed grief at the loss of lives in the tragedy.
"My heart goes out to the families of those who lost their lives in a stampede at Mumbai. My prayers for the speedy recovery of the injured," he said in a Tweet.
At least 22 people were killed and over 30 injured in a rush-hour stampede on a narrow foot over bridge linking Elphinstone Road and Parel suburban stations during heavy rain today morning.
