Myneni's singles ranking has plummeted to 912 as he missed the most part of the 2017 season due to injury.
India's top singles players Yuki Bhambri, ranked 140, and Ramkumar Ramnathan (148) will lead country's challenge at the first Challenger event of the season at home.
Last year's runner-up Prajensh Gunneswaran is also in the main draw.
World number 98 Blaz Kavcic of Slovenia and Radu Albot, ranked 86 from Moldova, form part of a decent field.
MSLTA Secretary Sunder Iyer said they wanted to give an opportunity to upcoming Maharashtra players like Goveas and Kadhe to showcase their skills.
"We expect at least 8-10 players from India to make it to ATP draws in the main and qualifying draw, which in turn will provide them an opportunity to compete at a world class level," said Iyer.
It was also announced that star India player Rohan Bopanna has been invited to attend the last two days of the Challenger.
