Poonguzhali, an officer of the 1979 batch of Indian Telecommunication Service, is also an alumni of IIT Madras.
She has more than 34 years experience in department of Telecommunication and in BSNL in various responsibilities, an official release said.
She underwent training in switching technology in Korea and Malaysia, it added.
