Kumar, a 1987 batch officer, was appointed to the top post last week.
In a gazette notification, the Union Home Ministry had said that the appointment was made in consultation with Delhi Chief Minister Arvind Kejriwal.
His appointment has cleared decks for various pending projects of the civic body, progress of which was halted after the former Chairman Jalaj Srivastava was transferred to Agriculture Ministry.
"Kumar has replaced Dharm Pal, Principal Secretary (Social Welfare and Women and Child Welfare), who was appointed as adhoc chairman of NDMC last month after Jalaj Srivastava was transferred to the central government," NDMC spokesperson Jagjivan Bakshi said.
A graduate in Mechanical Engineering and Masters in Business Administration and Financial Management, he has previously worked as the chairman and managing director (CMD) of the Delhi Transport Corporation and Delhi Khadi Village Industries Board, and as an additional commissioner in the erstwhile Municipal Corporation of Delhi.
