Taking suo motu cognisance of his comments, the NCSC also asked Uttar Pradesh Police to submit an action taken report within 10 days based on its directive of filing an FIR against the Union minister.
"Notices have been issued to DGP Uttar Pradesh and SSP Ghaziabad to register FIR against Singh. They have also been asked to submit an action taken report by November 2," NCSC chairperson P L Puniya said.
"The AAP delegation also came with an application to us and they said it is a matter of atrocities against Dalits. So we have asked Delhi Police Commissioner to file a case under Prevention of Atrocities on Scheduled Castes Act. The FIR will be surely registered against Singh," Commission Vice Chairman Rajkumar Verka said.
Singh was at the centre of a controversy over his comments that the Centre cannot be blamed if somebody throws a stone at a dog to shield it from criticism for the Faridabad Dalit burning incident in which two children were killed.
Puniya said Haryana has always been "notorious" for atrocities on Dalits and that there has been over 200 per cent increase in such cases in the state.
"Violence against Dalits has increased from 117 in 2000 to 500 last year (in Haryana). Haryana has always been notorious. These cases had taken place during rule of previous regime and is taking place now as well," he said.
Verka said that there was a "rift" going on between Dalit and Thakurs in Sunped area for the past one year.
