NCSC directs Delhi, UP police to register FIR against VK Singh

The National Commission for Schedule Castes today issued notices to the Uttar Pradesh DGP and the Delhi Police Commissioner, directing them to register FIR against Union minister V K Singh for his dog remarks on Dalit killing in Faridabad which drew sharp criticism and demands for his sacking.
Taking suo motu cognisance of his comments, the NCSC also asked Uttar Pradesh Police to submit an action taken report within 10 days based on its directive of filing an FIR against the Union minister.
"Notices have been issued to DGP Uttar Pradesh and SSP Ghaziabad to register FIR against Singh. They have also been asked to submit an action taken report by November 2," NCSC chairperson P L Puniya said.

After an AAP delegation petitioned the Commission against Singh for his controversial remarks, it served a notice to Delhi Police Commissioner B S Bassi to file an FIR against the Union Minister of State for External Affairs.
"The AAP delegation also came with an application to us and they said it is a matter of atrocities against Dalits. So we have asked Delhi Police Commissioner to file a case under Prevention of Atrocities on Scheduled Castes Act. The FIR will be surely registered against Singh," Commission Vice Chairman Rajkumar Verka said.
Singh was at the centre of a controversy over his comments that the Centre cannot be blamed if somebody throws a stone at a dog to shield it from criticism for the Faridabad Dalit burning incident in which two children were killed.

Opposition parities slammed Singh for his insensitive comments and demanded his immediate removal. BJP had come to his defence saying the matter should not be blown out of proportion.

Puniya said Haryana has always been "notorious" for atrocities on Dalits and that there has been over 200 per cent increase in such cases in the state.
"Violence against Dalits has increased from 117 in 2000 to 500 last year (in Haryana). Haryana has always been notorious. These cases had taken place during rule of previous regime and is taking place now as well," he said.
Verka said that there was a "rift" going on between Dalit and Thakurs in Sunped area for the past one year.

He said the Haryana administration has been asked to identify policemen who were responsible for providing security to the Dalit families in Sunped.
