Javadekar also said that the HRD ministry had directed all the educational institutions to have lifts and ramps in their premises and aid is also being given to them for the purpose.
The HRD minister also informed that the University Grants Commission (UGC) has made a special provision for financial assistance for imparting special training to the teachers imparting education to the differently-abled students.
He assured all help to the institutions providing education to the persons with disabilities.
Speaking on the occasion UP government minister OP Rajbhar said the state government had decided to organise special camps in all the 403 assembly constituencies for identifying the divyangjan (differently-abled) and distributing accessories and artificial limbs among them.
He said that the job will be completed before 2019.
Rajbhar called for a detailed survey of the persons with disabilities in the state.
In his presidential address, Governor Ram Naik said that all the 25 old Government Universities have now started holding their annual convocation on a regular basis which is a good sign for the higher education sector in the state.

At the event, the university's auditorium was formally named after former Prime Minister Atal Bihari Vajpayee as Atal auditorium.
