Neeraj Bawana, ex-MLA Rambeer Shokeen, others chargesheeted

Alleged gangster Neeraj Bawana and nine others, including ex-MLA Rambeer Shokeen, were today chargesheeted in a city court with the police accusing them of running an organised crime syndicate in the Delhi-NCR region.
While describing Bawana as "a symbol of lawlessness" and "kingpin" of the racket, the police alleged that Shokeen, who is absconding, was the "political face" of the syndicate as he was found using the clout of these criminals to contest MLA election to "further his political ambitions and gaining pecuniary benefits".
The court took cognizance of the charge sheet and fixed the matter for scrutiny of documents and arguments on framing of charges on September 24.
In its charge sheet filed before Additional Sessions Judge Neena Bansal Krishna, Special Cell of Delhi Police said Neeraj Sehrawat alias Neeraj Bawana belonged to a lower middle class family but enjoyed a lavish lifestyle from the money generated through the syndicate.
Besides Bawana and Shokeen, the police chargesheeted Neeraj's elder brother Pankaj Sehrawat and other arrested members of the syndicate -- Sunil Rathi, Amit Malik alias Bhura, Naveen Dabas, Rahul Dabas, Naveen Hooda, Deepak Dabas and Gurpreet Singh.
The police chargesheeted them for the alleged offences punishable under the provisions of the Maharashtra Control of Organised Crime Act (MCOCA).
"Over the past 3-4 years, the regular crime review of Delhi NCR had revealed that the inter-state and rewarded criminal, Neeraj Sehrawat, belonging to a lower middle class family of village Bawana has become a symbol of lawlessness in various districts of Delhi," the 185-page charge sheet said.
Regarding Shokeen, it said "during investigation, accused Neeraj Sehrawat stated that he had spent over Rs one crore for the December 2013 Delhi Assembly elections for his mama (maternal uncle) Rambeer Shokeen and had similarly incurred huge expenses for the 2015 elections also wherein Reeta Shokeen, wife of Rambeer, was contesting."
It said that Shokeen was found playing a "key role in providing harbour and finance to the syndicate members."
The judge said "on perusal of documents, I take cognizance of offence under Section 3 and 4 MCOC Act. Copies of documents supplied to counsel for accused persons. Now the case to come up for scrutinty of documents/argument on framing of charge on September 24.
