District Judge I S Mehta extended the investigation period from 90 to 180 days saying the court was satisfied that the probe cannot be completed in 90 days with regards to Tehsin Akhter and Zia-Ur-Rahman.
"I have perused the application (of NIA) supported with the report of the PP Anand Mann and also the case diary and letter of rogatory issued vide order dated July 16, 2014 to the competent authority in Nepal.
The court also dismissed the bail applications of Tehsin and Zia-Ur-Rahman alias Waqas.
NIA, in its application, had told the court that Tehsin and Zia-Ur-Rahman were "still conspiring" to carry out terror strikes at prominent places in India, especially the national capital, with the aid of Pakistan-based handlers.
NIA has also said they have sent letters rogatory (LRs) to Nepal for collection of reliable evidence against the IM men and contacted competent authorities in the UAE as the accused used to receive money from there for terror acts.
"Both these accused (Tehsin and Zia-Ur-Rahman) had and are still conspiring to commit terrorist acts by making preparation for targeting various prominent places in India especially the national capital, Delhi," the agency has said, adding, a request has been sent to the USA for e-mail details of the accused.
