He said this in response to a question from the media at an event to release a booklet on "five promises" by BJP candidates contesting the MCD bypolls for 13 wards scheduled next month.
"The anti-incumbency is against the one-year rule of AAP government which has stalled all development works. As regards MCD, AAP government will have to answer why it hindered their functioning, stopped old-age pensions and did not regularise safai Karmcharis," Upadhyay claimed.
"The anti-incumbency against 14 months of corruption, incompetence, fraud and stopping pensions will be out on April 15," he alleged.
The by-polls for the three civic bodies in the city -- NDMC, SDMC and EDMC -- would be held on May 15 and counting of votes will take place on May 17.
Replying to a question on claims by AAP regarding the fate of bypolls, Upadhyay claimed the appeal of the party has "waned drastically" in Delhi.
"They may claim to win all the 13 wards. I will give you just one example of a constituency where they got 66.30 per cent votes in Assembly elections and BJP got just 16-17 percent votes. The situation has changed so much so that AAP graph has slid to around 16 percent," he said.
Aam Admi Party and Congress are also contesting the bypolls.
The erstwhile unified Municipal Corporation of Delhi was tifurcated in 2012 into North, South and East Municipal Corporations. BJP has been ruling the corporations for nearly 10 years.
