No significant changes in new J-K recruitment policy: JKNPP

Jammu and Kashmir National Panthers Party (JKNPP) today said the recommendations by Cabinet sub-Committee in the proposed New Recruitment Policy are a "cosmetic whitewash" which did not make any significant changes in the previous policy.
"The recommendations finalised by the Cabinet sub- Committee (CSC), comprising six cabinet rank ministers, for review of the proposed New Recruitment Policy has reportedly protected some recommendation. The exercise is a cosmetic whitewash with no serious endeavors on the part of said committee to address the genuine concerns of the unemployed youth and students", JKNPP chairman Harsh Dev Singh told reporters here.
Singh pointed out that the New Recruitment Policy having been rejected by the youth and civil society and the relevant ordinance on the subject having been returned by the Governor, the state government had assured to revisit the said policy so as to dispel the apprehensions and to accommodate the concerns of the educated youth.

The JKNPP leader said the CSC consisting of six "tyro ministers", three each from BJP and PDP, failed to do justice to their job and finalised its report for preparation of final draft and law department.
"They did not make any significant changes in the previous policy. We accuse the CSC for indulging in superficial patch work in the name of re-drafting policy under the compulsion posed by massive students outrage", he said adding that there was no serious effort on the part of ministers concerned to meet the aspirations of the youth.
As per media reports the CSC has recommended the provision of reservation for various categories of the youth in Contractual and ad hoc appointments in J&K. This was not applicable to earlier recruitment policy framed by BJP-PDP government.

It also recommended that members from Public Service Commission (PSC) and Service Selection Recruitment Board (SSRB) will be included in the district level recruitment panels under the said job policy.
Terming the proposed changes in the recruitment policy as "eye wash and mere window dressing", he alleged that CSC has merely reduced the period of contractual and ad hoc service from 7 years to 5 years for the purpose of regularisation and inclusion of one member each from PSC and SSRB for such recruitments at district level for gazetted and non-gazetted level posts respectively.
