Tourism and Cultural Affairs minister Navjot Singh Sidhu personally handed over the appointment letter to the poet at his residence in Ludhiana, an official statement said.
Thanking the Punjab government, Patar said he would start a people's movement to propagate Punjabi culture, folk arts and literature worldwide.
He also said he would try to organise musical, poetry and singing contests throughout Punjab to connect the people with the state's great literary, cultural and artistic heritage.
Calling the poet a 'guiding light' for the future generation, especially the youth, Sidhu said that by accepting the offer, Patar has increased the stature of the Parishad.
