The accused, identified as Bagicha Singh of Khangura, was settled in the UK and was wanted in connection with the suicide of sarpanch Des Raj (40), they said.
Singh was arrested under Section 306 (abetment of suicide) of the IPC and relevant sections of the Scheduled Caste (Prevention of Atrocities) Act, police added.
The sarpanch, Des Raj, had ended his life jumping before a train here on August 31 after he was allegedly tormented mentally by Singh and his supporters when the sarpanch refused to sign some incomplete documents.
Demonstration by BSP workers and the sarpanch's kin had forced police to register an FIR against the NRI.
