"The nuclear agreement is not a bilateral agreement but a multilateral agreement that came after everything failed," Iranian Foreign Minister Mohammad Javad Zarif said here.
His comments came after the US Senate voted 99-0 to extend the ISA for another decade this week.
Iran maintains that the measure will be a clear violation of the Joint Comprehensive Plan of Action (JCPOA), a nuclear agreement between Tehran and the Group 5+1 (Russia, China, the US, Britain, France and Germany).
"We have said that if they go back to sanctions then we will not consider ourselves bound by these agreement... Our options are wide open... We prepare this mutually accepted decision," he said at a seminar organised by ORF while noting that all sides sacrificed.
Speaking on issues like Syria, he said time is long gone for any solution in Syria. It is only possible if all stakeholders including people are brought on board, he said.
He said the era of hegemony is long gone. "We are paying the price for the misplaced perception that Cold War was won by the west," said Zarif.
Asked if Iran can play the mediator role in Kashmir between India and Pakistan, the Iranian leader said his country has good relations with both.
Making it clear that Iran is not volunteering, Zarif said his country will be glad to help in whatever way it can.
