Offenders should feel 'full force and strength' of law: Jung

Ensuring safety of women is a major challenge for police and offenders should be made to feel the "full force and strength" of law, Lt Governor Najeeb Jung said and asserted that punishment should be according to offence and not based on age.
Jung, who has already expressed displeasure over the three-year sentence to the juvenile convicted in the December 16 gangrape, said if someone commits an adult crime, the punishment should be awarded accordingly and not as per age.
"I think that justice has not been done in this case. The punishment should be according to the offence, and not based on age. If someone, irrespective of age, commits an adult crime, the punishment should be awarded accordingly," he said, adding the law should provide justice to people.
The Lt Governor, who is administrative head of Delhi Police, also termed women's safety in the city as a major issue which remains a challenge for law enforcement agencies.
"People should feel safe when they step out of their houses. This is a biggest challenge for any metropolis and the same applies for Delhi as well," Jung said after the launch of a re-designed website of his secretariat.
"The situation has not changed during the last two months so the priorities remain the same," he said.
Jung stressed on the need to strengthen the feeling of safety and security among citizens. "It is not impossible to achieve. What is important is to make offenders feel the full force and strength of the law," he said.
Jung said it was important to provide confidence to the law and order machinery and protection to government officials who are diligently doing their duty. Likewise, officials should know that they cannot misuse their power.
He said there was a need to improve training of police personnel so that they deal with citizens in a cordial manner. "It is the psychological exercise which helps in enhancing good behaviour among them."
Jung said that during a conference with representatives of women organisations an idea was mooted that posters should be placed at public places to make people aware about the punishments of committing crime.
On the newly designed website, he said it is a step towards bringing his office closer to the people of Delhi and hoped that it will be able to disseminate information to the people at large in an effective manner and will lead to greater transparency in functioning as well.
Apart from many other features, the new website also has the provision whereby people can seek an online appointment with officers at the LG office by logging on and registering on the website.
The contact numbers including email IDs of officers have been listed on the website so that people may be able to contact them easily.
The new website also provides details of the "cause list" pertaining to cases fixed for hearing in the court of LG on every Wednesday.
