Onkar Singh will take over as ACC Secretary General from Boo Woong Choi of Korea.
The ACC Congress also elected Cycling Federation of India President Parminder Singh Dheendsa as its Vice-President.
Sheikh Osama Ahmad Al Shafar from UAE will be the new president of the ACC and he will take charge from Hee Wook Cho of Korea.
65-year-old Onkar Singh became Secretary General of Cycling Federation of India in 2011 and since then he has promoted the game in the country. India recently hosted the 37th Asian Track Cycling Championships here.
"I am doing my best to uplift the cycling sport in India and with this new energy I can do more with new strategy," he said after his election to the top post yesterday.
