I&B secretary Uday Kumar Varma said the mechanism could be put in place within three months.
Varma, who is attending the ongoing Cannes International Film Festival, said there that the overall time-frame for total clearances would be between 6-8 weeks from the time of the application.
The approval of the script would, however, be undertaken by the Ministry as done in the past, he underlined.
Vice President of Cairo International Film festival Soheir Abd El Kader met the Secretary there to discuss India's participation as a partner country in the forthcoming edition of Cairo International Film Festival in November, 2013.
She assured that Cairo film festival would facilitate an interaction between Indian film makers and their Egyptian counterparts during the festival.
