In a letter to Modi, he said the Keralites, who went in different batches, were stranded in hotels for the last two days.
Their relatives have been trying desperately to contact them but all efforts had failed, Chandy said.
"I would, therefore, request you to ask concerned officials to take steps to evacuate all those people who have been stranded on a war footing," he added.
Chandy said a control room had been opened at the Kerala House in New Delhi to assist the relatives of those stranded in Jammu and Kashmir.
