Par panel expresses dissatisfaction over JK flood preparedness

A Parliamentary standing committee has expressed dissatisfaction over the preparedness of rescue and relief machinery and disaster management set up in Jammu and Kashmir, which saw massive floods in 2014.
"Despite all disaster management set up in the state as well as the national level, the committee does not understand as to how there was not enough preparedness," the department- related Parliamentary standing committee on Home Affairs said in its report.
The committee is not quite satisfied with the preparedness of rescue and relief machinery and disaster management set up in Jammu and Kashmir, the report said.
The committee is of the opinion that there is no use of referring to the provisions of National Disaster Management Act 2005 and to reiterate that disaster management activities fall within the jurisdiction of the state government and the Central government only provides logistic support to the state government.
Therefore, the moot issue is the actual implementation of the provision of the Act. The Committee therefore, recommends that necessary steps may be taken to strengthen the National Disaster Management mechanism, it said.
A massive flood hit Jammu and Kashmir in September 2014 in which around 270 people lost their lives.
