The gang members had their links in Madhya Pradesh, police said.
The police have arrested a truck driver Budhraj, a resident of Rohtak district and Radheysham, a resident of Radaur town in this connection.
Acting on a tip-off, the police searched a truck bearing Haryana registration number at Pipli Chowk, they said.
The police also got an information that the truck driver was about to deliver the poppy husk to Radheyshyam near a zoo in Pipli. On searching the truck, the police found the drug in two plastic bags and the other accused was also subsequently nabbed.
Police said the smugglers used to make 2 kg packets of the drug for selling at various places in Kurukshetra district.
The arrested accused were presented before the court which sent them in six days police remand. The police is further investigating the case in order to nab the last link of the gang.
A few days ago, the police here had busted a similar inter-state gang which was operating from Pehowa and recovered 18,928 kg poppy husk from them.
