The scuffle allegedly happened when the photographer tried to snap pictures of the 18-year-old and Gomez, after they walked out of a theatre at The Commons at Calabasas in May, reported TMZ Online.
No charges were ever brought against Bieber even though the photographer had filed a complaint against him.
After an initial police review the incident was passed over to to the District Attorney and it has now been returned to the police with a request for more information.
"The police file went to the DA for review in June - but law enforcement sources has since kicked it back asking for more info. So far, cops have not made contact with the two singers - but they plan to very shortly," a source said.
