In a message to his son Qaisar Fazal, the President said he was saddened to learn about the passing away of his father.
The President said Fazal "was an able administrator and economist who contributed to the nation's growth and welfare, including as Governor of Goa and Maharashtra.
"He ably served as Member of the Planning Commission during 1980-85. The nation will remember him for his valuable services and his pursuit of excellence in public life," he said.
The former Goa and Maharashtra Governor passed away at his Allahabad residence at the age of 92.
