On a tip-off, police raided the flat in a double-storey building in Palheda area of the district and arrested the duo.
Few other women and youths present at the flat managed to flee, police said, adding, search is on to nab them.
"The accused women, aged 20 and 35, are both residents of West Bengal. They have confessed that they were brought from their home state to Uttar Pradesh by a youth on the pretext of giving them employment," Inspector Janak Singh of Daurala police station said.
The flat where the raid was carried out belongs to former Congress leader Kamar Jahan.
Jahan told police that she had given the flat on rent.
She has been staying in Delhi as she is under treatment, police said.
District President of Congress Vinay Pradhan said that the Jahan has also worked as a Secretary of the District Mahila Congress.
