The resolution was moved by PCC President Sachin Pilot in a party meeting which was unanimously passed.
"Singh's ten-year tenure as prime minister is the highest example of his high standards and dedication in the interest of the nation. His works increased India's reputation and he successfully controlled the economy due to his perfect financial management in the most difficult times," the resolution said.
"It is unfortunate that his name is being dragged in controversy but we all Congressmen have full faith in Indian judicial system," it said.
The state unit of the party praised Singh for his honesty and integrity, PCC Vice President Archana Sharma said.
A special court had summoned Singh along with industrialist Kumar Mangalam Birla, ex-coal secretary P C Parakh and three others as accused in a case pertaining to allocation of Talabira-II coal block in Odisha in 2005 and asked them to appear before it on April 8.
