Register complaint against my wife for child abuse: Pascal

In a letter to the Chairperson of the Commission, he alleged that his children are not in a safe environment and are being kept in the company of strangers and servants.

"They are presently stuck in an hostage-like situation. They are missing their father, schooling, French culture and language, along with their basic needs," he said.

Pascal claimed he had been taking care of his children till mid-June 2012 as his wife did not bother to attend to them. In the last seven months she had "alienated" them from him and the normal environment, changing their schools and preventing the French grandparents from visiting them through police permission, he alleged.

He alleged his wife had refused the French Government's offer to conduct welfare check on his children by a psychiatrist sent from Paris so she could maintain her "illegal control" over the children.

He also prayed that the Commission conduct welfare check in the presence of officials from the Consulate General of France along with Child Rights NGOs like CRISP and urged them to protect his children.

Pascal said he was extremely worried for the health and safety of his daughter as the DNA report had "conclusively indicated" his daughter was sexually abused by someone else.

He said the final police report submitted recently by the Investigating Officer had stated the DNA profile of the blood sample collected from his daughter did not match stains found on the bed cover and the child's clothes given by his wife to the IO.

He claimed that his daughter had given a statement to police that she deeply loved and missed him.

Pascal, Consular Attache to Consulate General of France here, was arrested on June 19 on a complaint by his wife, alleging he had raped their three-and-a-half-year-old daughter.
