Remove 'inequality' in re-check of supplementary papers: CIC

The Central Information Commission has asked the Executive Council of Aligarh Muslim University to make "appropriate changes" in the process of re-evaluation of answer sheets of supplementary examinations, terming the special powers given to the Vice Chancellor to allow re-check as "breach of equality".
Information Commissioner Sridhar Acharyulu passed this order while hearing a case filed by one Arif Mohammed Yeasin Jawadder.
He moved the Commission after he did not get satisfactory response to his queries seeking to know details of students who were allowed re-evaluation of their supplementary exam papers in last five years and other details. He also wanted to know thebasisof granting or refusing re-evaluation of answer sheets.

The Aligarh Muslim University said the Vice-Chancellor was authorised through an office memorandum to grant re-evaluation of supplementary examination papers in special circumstances on reasonable grounds.
"The Commission having heard the submissions and perused the record, directs the (AMU) authority to inform how many requests for re-evaluation of answer sheets in supplementary examinations were rejected since 2010 and what was basis of rejection. When some are accepted and others are rejected, will it not be breach of equality rule?" Acharyulu said.
He also asked the university to explain in its response as to what was the remedy available to students whose request for re-evaluation was rejected.

"The Commission also recommends to the Executive Council of Aligarh Muslim University and its members to consider the inequality spread over in re-evaluation of answer sheets in supplementary examination and make appropriate changes in the system and provide that information to the students in general and the appellant (Jawadder) in particular," the Information Commissioner said.
