During his speech, Paul reminded citizens that the Constitution has enlisted fundamental duties alongside the Fundamental Rights.
The event at the Parade Ground included a march pasts by the state's police, the Indo Tibetan Border Police (ITBP), Indian Army and National Cadet Corps and performances folk artists of Uttarakhand.
Chief Minister Trivendra Singh Rawat and other senior officials were also present at the event.
