Secy nod must for seeking advice on policy matters: DoPT

The nod from concerned department Secretary is being made mandatory for seeking advice on policy matters from the Centre.
Besides, the central government departments will have to send proposals regarding implementation or not of the court orders or contempt cases at least two weeks before the crucial date.
The move follows as it was noticed that some of the ministries continue to refer the files to the Department of Personnel and Training (DoPT) without following the procedure, resulting in avoidable procedural delays, grievances and unwanted litigations.
"Administrative departments shall refer cases to the DoPT only where there is a specific point on interpretation of policy involved. When such a reference is made, all facts pertaining to the case may be incorporated in the self contained note," as per the draft office memorandum finalised by the government.

All the references should be made to DoPT with the approval of the Secretary of the administrative ministry or department, it reads.
"Proposals involving implementation or otherwise of the court orders, contempt cases etc. Should be sent minimum two weeks in advance of the crucial date," the order reads.
All ministries have been asked to send their advice on the draft instructions by October 12.
