The victim identified as Sanatan Gouda along with CISF personnel was conducting routine recee near the break water point on board a pilot boat during which the vessel lost its balance and the three fell into the deep waters.
While Gouda drowned under the impact of the fall due to sea tide, one of the CISF personnel, who also plunged off the vessel, clung onto stone walls below the water and was pulled by a rescue team with the help of a rope, inspector of Marine police station Radha Charan Patnaik said adding other personnel was also rescued.
Marine survey of the docks and areas off the port with the help of a pilot boat is a routine affair before arrival of ships for anchoring to gauge the water level and ascertain other parameters to ward off any external threat, official sources said.
