Speaking at a meeting organised here by the party to commemorate Laxman's fourth death anniversary, she recalled her association with the late leader.
He was a very soft spoken person who dedicated his life to building the saffron party, Sitharaman said.
"He was a disciplined leader like Vajpayeeji and Advaniji. He was one of the leaders who dedicated his life for party even it was no where near power," she said.
Laxman died on March 1, 2014 in Hyderabad.
Telangana BJP president K Laxman also spoke on the occasion.
